VA 28 runs from VA 7 in Loudoun County in the Sterling/Cascades area south and then southwest to US 15/29 near Remington, VA. Along the way the current VA 28 varies from a 6 lane almost freeway to 4 lane city street to a 2 lane main road. Decomissioned sections of Route 28 exist off and on along the current roue. Old Centreville Road and Centreville Road in the Centreville/Chantilly area and VA 228 in the Herndon area are all former rountings of VA 28. The current Route 28 between Interstate 66 and VA 7 was built as a 2 lane expressway with an utlimate width of eight lanes divided. It was built out to six lanes divided in the late 1980's.
VA 28 passes through towns such as Chantilly, Centreville, Manassas and Nokesville. It also runs along the eastern land boundary of Dulles Airport between VA 267 and US 50. VA 28 serves an important role in the transportation plan of Northern Virginia. VA 28 is used by many who commute between their homes and jobs in the Dulles Technology Corridor. Also, as the areas south of Manassas begin to grow, the 2 lane and 4 lane portions of VA 28 are increasing being used as a commuting corridor by those coming from towns along VA 28 like Catlettt and Nokesville and areas near VA 28 southwest of Manassas.
As congestion increased along VA 28, the Virginia Department of Transportation began to study improvements to the roadway. In 1987, a Draft Environmental Impact Statement was published that detailed plans to convert VA 28 into a freeway between Interstate 66 and VA 7. The 1987 VA 28 DEIS Page has complete details of the study. VDOT built the interchanges at US 50 and VA 7 in the 1990's. The construction of the remaining proposed interchanges between Interstate 66 and VA 7 are being completed as a Public-Private Transportation Act (PPTA) agreement between VDOT and Clark Construction Group, Inc. Clark's subsidiary Shirley Contracting Company, LLC will be responsible for the actual construction process. These improvements are designed to speed traffic flow and increase safety along this section of VA 28.

Interchanges at Willard Road, Frying Pan Road and Nokes Boulevard are all part of the PPTA Agreement as well. Construction on these interchanges began in Fall 2007 and is expected to be completed in Fall 2009.
As a part of the freeway conversion, access to VA 28 was eliminated at several minor crossroads. This was because these roads were too close to acceleration lanes from adjacent interchanges. Access to VA 28 from these minor crossroads is avaliable via nearby major crossroads.
There is also local pressure on VDOT to widen VA 28 southwest of Manassas. This part of VA 28 is a two lane road that is carrying far more traffic than it was designed for. Numerous accidents, some fatal, along with increased development and its resulting traffic, have driven the requests to widen VA 28 southwest of Manassas. Thus far, no projects in this part of the VA 28 cooridor have occurred due to lack of funding. However, improvents in this area are recommended by the Northern Virginia 2020 Transportation Plan.
Due to the nature of VA 28 south of Centreville (local road with many, many driveways and cuts), this exit list only covers the 4 to 6 lane near freeway sections of VA 28 in Fairfax and Loudoun Counties. On the exit list, read down for southbound, read up for northbound.
