About Interstate 395:

Interstate 395, part of the Henry G. Shirley Memorial Highway, runs from the Springfield Interchange (I-95/I-395/I-495) to the 14th Street Bridge in Crystal City.  It continues north into Washington, DC as the Southeast-Southwest Freeway.  I-395 also has a reversible HOV facility along its entire length. Interstate 95 between the Springfield Interchange and US 1 in Woodbridge, VA is also part of the Shirley Highway. The original Shirley Highway ran from the 14th Street Bridge south to US 1 in Woodbridge.

Henry G. Shirley was the Commissioner of the Virginia Department of Highways from 1922 until his death in 1941. He oversaw the development of an extensive highway system in the State of Virginia. He was also a leader in national highway policy. Mr. Shirley served as the first president of AASHO, the American Association of State Highway Officials. Henry Shirley died just a few weeks after giving the go ahead for work on the road that would bear his name.
